Here's a brief summary:

Kokichi's talent is the Ultimate Supreme Leader. According to him, he is the leader of a evil underground society with over 10,000 members, with influence over the world's political leaders, mafia, and other shady dealings. He also claims to be a pacifist and sends his defeated enemies to remote regions to be worked to death.

He is also a crazy liar.

In actuality, he is the leader of a little gang of literal clowns who commit petty crimes and harmless pranks, and have a strict No Killing rule. In Dangan Ronpa, none of this is known to the other participants in the Killing Game (16 kids trapped in school, forced to kill each other, hooray!). Because of his lying tendencies, Kokichi is seen as a threat to the other students, and he is constantly lying, mocking them, pulling pranks, and letting on that he knows more than he should. Ultimately, he plays up his Surpreme Leader persona to manipulate and intimidate the other students to get what he wants, puppeteer two deaths, and become the Mastermind behind the game.

Of course, he isn't the real mastermind, and he uses this pull off his own self orchestrated death in order to catch the true Mastermind and trick them into ending the Killing Game due to violating their own rules. It doesn't work, but thanks to his death the remaining students are able to learn the true mystery behind the Killing Game and finally corner and defeat the mastermind proper.

Note: After defeating the mastermind, we learn that their pasts, including Kokichi's, were all fabricated and falsely implanted in their heads due to them being on a reality TV show. Since Kokichi died before this reveal, his past feels as real to him as anything else.

Personality:
Despite not actually being an evil mastermind, Kokichi is one mischievous, shitty little brat. Aside from essentially being an anime Juggalo, he is a lying liar McLiarface, and self admitted schitck defines most of his personality. Even when telling the truth, he will sometimes add on "that was a lie!" just to take down his own credibility. Throughout the entire game, the students can never tell when he's being sincere, joking, threatening, or telling any sort of truth. It isn't until he dies and they learn his real backstory that they realize that some of his antics were true or for an overall good cause. But even then, where he stands in their eyes remains muddled.

Speaking of lies defining his character, Kokichi knows this and rolls with it to both his advantage and disadvantages equally. Rather than doing ANYTHING straight forward, he will always go about in a roundabout way with a lie, even if it's for a good cause. Early on in the game the students receive Motive Videos, videos detailing an aspect of their past that could potentially motivate them for murder. Kokichi loudly dismisses working together to see if the videos are a trick, but instead, tricks another student into forcefully gathering everyone in a room while he sneaks out to steal all the motive videos. He intended to get everyone to watch them together in order 1) get all secrets out in the open so they know who'd be the biggest threat and 2)reveal that he is actually from a harmless gang. Of course, this backfired, with everyone thinking Kokichi was up to no good (and rightfully so, as he mocks the student he tricked, calling him simple and dumb), and all the secrets remained, well, secret. Some of the students do realize later on maybe they should have watched the videos, as they do in fact become a valid motive for a later murder.

On the flip side, with everyone thinking he is truly an evil mastermind, Kokichi embraces this and uses it to steer class trials later in the game, even going so far as to manipulate another student into committing a murder on his behalf. By turning everyone against him and constantly causing trouble, he's able to work on his own for more secretive plans, and ultimately captures Monokuma (the real Mastermind's stand in robot), allowing him to take over the game himself. Sure all the students hate him and think he's the head of a crazy cult and that they're stuck in a distant wasteland future, but pfft, all that matters is Kokichi's got his hands on the steering wheel and won the game!! He actually manages to successfully stop the killings for all of two days before the other students turn on him because they think he's, you know, a psychopathic crazy cult leader. The point is, when Kokichi lies, he commits to it.

But while lying is like, 99% of his character, he has plenty of other traits to back it up. Despite his antics and joking behavior early on, Kokichi is surprisingly perceptive. He catches on that someone is sure to have a valid motive for murder, and it's implied as early as chapter two that he's figured out that instead of an apocalyptic future wasteland, they are all actually on a sick TV show (pointing out that "Death games are meant to be watched" and that if they weren't being watched, Monokuma wouldn't be so strict about the rules). He also seems be one step ahead of the Protag in class trials sometimes--he'll lie and cause a scene merely to entertain, but if the trial starts dragging on, he drops hints and clues for the others to pick up, and plays it off as a coincidence or more of his lies for fun. He also passively aggressively calls out the other students when they lie, being able to spot them a mile a way since that's HIS thing, darn it. And while he's very much a dick about it, he's fairly good at reading the room and pinpointing what others are feelings--when the close friends to Himiko are murdered and she's bottling up her emotions, he says "I think lies are great! But I don't think we should lie to ourselves." and gets her to spill out all her pent up emotions.

That aside, when not in a stressful death game, Kokichi defaults to a teasing, mischievous brat. In his first appearance, he appears annoyingly playful, chasing around a student that happens to be a robot, and then bluntly asking "Hey, do robots have dicks?!" This too plays into his lies--he loves to entertain and loves to BE entertained, so uses petty teasing and mockery and lies to do so. When spending time with the protag, he will constantly threaten to kill them if they lose a game, but then will purposely throw the game in order to keep the protag coming back. He forcefully makes them tie at rock, paper, scissors 100 times, and then deliberately stabs his own hand as a joke to make to protag fret over him. It's also revealed that he fantasizes about becoming a famous thief that gets taken down by his handsome rival detective!! (who he pins to a bed and then escapes, leaving them flustered). His Ultimate Lab is also full of clown wigs and toys. Nothing is out of bounds when it comes to getting a laugh for him--after tripping, getting a concussion, and bloodying his face, he thinks this would make a great prank, and fakes his own death at a crime scene. He then cheerily jumps up with a "IT'S A LIE!!" despite being woozy from blood loss. Again, he loves to commit.

As said, part of his mischievous nature also plays into his lies. He acts excited about the Killing Game and ready to explore and vote off classmates not only for fun, but because it keeps the Mastermind off his trail. While they worry about people vocally trying to stop the Killing Game, Kokichi's able to go off on his own and investigate. He still has some fun with it though, as even without being in a murder game, he hates being bored. Even before his own death, when he is questioned about his actions up to this point, he proclaims he had to pretend he was having fun as a coping method. His final words are "But at least I wasn't boring, right?"

That all being said, don't believe Kokichi is solely just a misunderstood brat trying to do the right thing under harsh circumstances. He can be a vindictive little fucker, and while it's sometimes hard to tell when he's truly angry and when he's acting, his pet peeves do stick out. Ironically, he hates other liars. When the protag lies to him in a class trial in order to corner him, the other students believe them. Kokichi notes that it's an obvious lie, but of course no one will believe him when all he does is lie, so instead he briefly drops the "fun class trial!!" act and proclaims to tell the truth. He stops them from doing any investigating or questioning, and bluntly calls out the real murderer to all their horror, since said murderer turned out to be the sweetest person ever, and everyone was hoping Kokichi was guilty instead. He also orchestrates the murder of another classmate when he finds out they are trying to kill him. He could have just like, told someone, but nope not liarface Oma Kokichi, he's gotta put down a bitch in his own dickish way and play up that evil Mastermind gig.

This also plays in with taking over the real mastermind's role. The mastermind falsely implanted memories into the other students heads to make them think Kokichi is an evil cult leader, and Kokichi figures this out too. He even writes part of a script for another character to mock the mastermind for being so petty and brag about how he managed to take over the game. He also constantly calls out the "audience" stating things like haha I bet if someone was watching this they'd be getting a kick out of it, right :))))

And for as much as as Kokichi loves being around others and pestering them, he is extremely cautious and guarded, which reaches paranoia status later in the game. As we don't know their true TRUE pasts, all Kokichi knows of is his fabricated past and motive, which is his clown gang. According to the video, they were all the family he had and trusted and they are probably dead now. Kokichi uses his lies as both a way to reach out and keep people at a nice, safe distance. Even when you choose to spend time with Kokichi, you never learn anything about him, aside from him dropping hints about winning games without violence. In the AU Talent Plan/Dating Sim side of the game, this continues if you pick Kokichi as a partner, and it ends with him telling the protag to stay with him after graduation if he wants to actually, finally learn anything about him.

In the game proper, he is immediately on high alert since he's basically a harmless jokester just pretending to be evil. His caution is warranted as case after case reveals their friends to be quite murder happy. He even goes so far to reveal that a classmate is secretly an assassin in order to get that out in the open and make people aware. This reaches its peak in case 4--up til then, Kokichi had been in a sort of 'mean girls' friendship with Miu, an inventor who'd build all sorts of things for him (that and he'd call her a cum dumpster and she'd like it. Dangan Ronpa is weird). However, when speaking to her one day, Kokichi realizes that she is plotting to murder him in order to escape, and it pushes him over the edge. Before she can murder him, he reveals the secret of the outside world to another student, which causes said student to go into a fit of despair and try to mercy kill the others, Miu first.

His trust issues are further exhibited when he threatens to kill everyone with a bomb. When everyone refuses to give into his demands despite this, he laughs it off as a lie, and reveals he was just testing them to see if he could really trust their bonds. He then offers them some helpful weapons when he's satisfied, though he stick around. Later, he's nearly killed by the assassin due to the mastermind's fake memories, and he mutters "do you really love killing that much?" in confusion as to why the others continue to oppose him.

To be fair though, they did think he was an evil cult leader, so what can you do.

Finally, he can be more than a bit shady even without the lies. It's implied that he's constantly watching people and pops up just to steal the limelight or whatever key item they're poking at the moment, and he is especially skilled at hide and seek--by which I mean, running away and not letting anyone catch him. Even when they're all trapped in a school, he can go days without anyone finding him unless they want him too, and he will sometimes goad others into chasing him simply out of boredom. He also uses his potential murder in order to break of a friendship partially so that HE can hang out with the protag, and later uses another classmate as an impromptu bargaining chip to get someone to help him with his crazy suicide plan. Depending on the situation, he's quick to come up with a scheme, even if it puts him at a loss. That's just how Kokichi plays the game.

Overall Kokichi's one hell of a brat, and aside from a few clear cut points, the game makes it clear that his lies and truth are deliberately muddled. He means....well, most of the time, but for whatever reason, he just can't stop lying and never chooses the most straightforward path, even just for fun. The protag calls Kokichi "the embodiment of a lie" and that's really the most fitting thing for him.
